Background of the
Study
Former Prime Minister Baburam Bhattarai is highly appreciated
when he became prime minister of Nepal in 2068, Bhadra 12. His works were taken
as an inspirational and it is believed that his tactics easily won the mind and
heart of people. He used different tactics and technique which makes him he is
the right person and deserves to be Prime Minister. The Himalayan media
research also showed that Baburam Bhattarai is the number one person who is
famous among people and the right person to rule to them. In the period of
Prachanda (Puspa Kamal Dahal) government Baburam Bhattarai was Economy
Minister. At that time he gained unbelievable popularity given by media.
Obviously without the help of media he was unable to get such height. That
helped him for more achievement and raised the voice that he needs to be the
Prime Minister of the country and how media go against and how it in some
context insults some one position that is also important to understand.
Statement of the
Problem
Every dictator or leader of the government flow the emotional
and influencing messages to the people. The common people don't have any idea
how they are treating by their regulator. By using different tactics and
technique they try to make positive image to run their government and rule the
people. It is believed that if you understand the media and utilize it in a
well technique then it is easy to get more popularity among the people but it
is depend on how the news media frame his/her activities. The only way to
change mind of people knowingly or unknowingly is depend on how the news are
framed by them. In Nepal the way to represent someone else is depend on media
how their works are covered. When Baburam Bhattarai became the prime minister
of Nepal in 2068 in Bhadra, he is taken as a best person that he deserved the
position and he can solve the ongoing problem of the country but before of his
resign from his prime minister position how the media represented him how the
news are framed. How the media covered his activities mostly by newspaper? What
sort of activities he applied to win the people to get popular? What is the
value of popularity for politician? Why politician are unable to hold same
popularity?
Literature Review
For proper investigationa and study for this assignment,
research paper of different foreign writers like framing as a theory of media
effects by Winter (1999), framing and Ideology: a theoretical Reconsideration
by Christopher Flood (2009) and Chong Drukman Annual review (2007) are useful
in process of defining framing. How the newspaper frame the news and why they do
it. These papers define what the purpose of framing in news media is. In
critical approach they link different influential matter to support or down
someone popularity or reputation. The tone of news media needs to define in
which way they represent someone personality. It can be insulting manner or
giving much priority to support in heightening the popularity. In these topics

Significance of the
study
To remain in politics, the politicians need to understand how
the media works in an image building process and how it is fruitful to dominate
the opponent. The purpose of remaining in some important position means to
handle or manage many things. How the former Prime Minister Baburam Bhattarai
works were covered by newspapers and helps in an image building process and in
process of downing of the image. What is media and what it can do when it goes
against of somebodyelse?
Objective of the
study
The major objectives of this study are:

analyze the activities of Baburam Bhattarai's and how newspapers help him to
get the height of popularity

find out the coverage of newspapers and how the news are framed in that process

analyze how the newspapers play role in
image building and image downing process of the same person
Research Methods
To find out how the national daily newspapers cover the news
of Baburam Bhattarai in process of making his image and downing his image. The tone
of news and how they are presented in those issues which are knowingly and
unknowningly related to former Prime Minister Baburam Bhattarai. I have choosen
both qualitative and and quantitative method. Interviewing with some media experts
and content analysis of month 10 days of two different newspapers of three
different timeframe in between of 19 months of his government how the
newspapers giving the space of newly appointed prime minister of Nepa and the
tone of the news. For content analysis I have choosen Kantipur daily, Nagarik
Dainik because it is believed that they have high circulation and they have
more impact on people than other newspaper.
Limitations
In this research paper I have collected those issues which
are knowingly and unknowingly touched to Baburam Bhattarai party, government
and his individual image. I have also taken the news of opposition parties'
news how they look or present the government of baburam bhattarai. I have not
only looked to the Baburam Bhattarai's position but also his party and in which
way he is represented by them.
Introduction
Some person of his own works and opinions
makes his identity. The presentation in an issues changes (the large) of
opinions. People always expect the issues or events make them aware about what actual
is happening. But the problem is how the matter is framed, it is depended on
that and it cannot represent what the public interests demand or want. In
politics one issue can destroy the total image of a party, party leader,
government and its related factors. For this people need to identify or have
knowledge how the issues are framed. What is the intention and connection in
presenting the content that matters? Mass media are strongly knowingly and
unknowingly connected to the political process and their opinions. What are
their motives in relation to people? But the main thing is how their intentions
are framed. How the issues are covered and give pressures to the political
party or ruling government and its effects on people creates and opinion how the
people take the role of government or political party in their interest. We
need to understand that there are so many issues in which mass media tries to
gain emotional and support ad give the pressure that is all depend on how the
matter is framed and represented to the people.
What is framing?
Framing is an extension form of agenda setting. The major
premise of framing theory is that an issue ca be viewed from a variety of
perspectives and be construed as having implications for multiple values or considerations.
Framing refers to the process by which people develop a particular
conceptualizations of an issue or reorient their thinking about an
issue.(Dennis Chong and James N Druckman, 2007). Media discourse is part of the
process by which individuals construct meaning and public opinion is part of
the process by which journalist… develop and crystallize meaning in pubic
discourse.( Gamson and Modigliani, 1989).
In Gaye Tuchman's (1978) classic study of newsmaking, frames
were compared to windows on the world, through which political reality was
observed by newsmakes and audiences. Commonly, all political players use
language to give influential cues about how an issue is to be interpreted. The
framing and presentation of events and news in the mass media can thus
systematically affect how recipients of the news come to understand these
events. ( Price, Tweksbury and Powers, 1995).
This process by which all political players including the
media, use linguistic cues to define and gice meaning toissues and connect them
to a larger political environment has come to be known as framing. Essentially,
frames set the boundaries of public policy debates. (Callagahan and Schnell,
2005). Framing refers techniques in chosen for representation to pubics are
normally communicated through processes of linguistic selection and
interpretation which consciously or unconsciously seek to convey one meaning in
preference to other possible meanings. Framing of issues is either negative or
positive.
For news content, there are potentially as many frames as
there are news topics and interpretations of them, and because there are many
possible levels of abstraction from any given news topic or mode of
interpretation, there are many possible hierarchical typologies. (Flood, 2009).
Ideology is particularly important in relation to political news making but it
is only one of the factors which can influence the choices made by news
producers in developing the content, form and structures of their stories.
Other interlocking factors such as Entman's (2004) 'cultural congruence,
motivations, power and strategy', not to mention news, values, conventions,
resources and commercial considerations of consumer taste are also relevant. (
Flood, 2009)
To perform a frame analysis which really captures the
ideological dimension, both in the aspect of framing as metaphorical boundry of
selection between what is included within and what is excluded from, the
content of media reports of political events or issues, and in the aspect of
framing as structure, encompassing factors sucha as order salience of view,
narrative voice asn overall interpretation. At least five factors may
potentially influence how journalists frame a given issue: Social norms and
values, Organizational pressures and constraints, ideological or political
orientations of journalists. ( Shoemaker and Reese, 1996)

Analysis
At
this time frame the news content of Nagarik and Kantipur share some different
angle in some cases. Kantipur fires its content in an insulting manner and
Nagarik in some context tries to give news in governmental favorable angle. The
case of Dekendra thapa is raised by both newspapers in such a way that prime
ministral position is misused by Prime Minister Baburam Bhattarai. He is
presented as he has all kind of power and he can do any thing. Right to justice
this term is framed in Dekendra thapa case that maoist party and baburam
bhattarai are against of the justice of people. They are being corrupted. Huge
amount of money is spent in nonsense things like in helicopter expenditure,
giving money to the party's cadre in different way. The prime minister is
supporting criminal and he is presenting in such a way that he is the enemy of
democracy and press freedom. Many journalists are injured in this phase. They
are blaming Baburam and his party that they don't have respect to people
emotions and feelings. Different opposition parties' programmes are
highlighted. His wife's dominant nature in many sector using her husband's
power for hiring and firing the people in different important position are
presented to down the reputation and popularity of him by newspaper. The cruel
person in his top point---in such way the content are presenting to the people.
The maoist mahadiveshan is also covered
by newspaper how the maoist party and Baburam government get the key factors to
break the deadlock of the party. I can't find any sympathy from any side. It
seems that every one gets fed up with the baburam Government.
Comparison of Analysis
In
this final conclusion we can analyze the camparison between three time frame of
Baburam Bhattarai. At the first time frame the newspapers support and help to
gain popularity. In different issues both newspaper cover his news in a
positive manner. There is no insulting tone. Both newspapers have give more
priority how the Baburam does his job in a positive tone which help him to gain
more appreciation from the people. What sort of things he does both newspapers
seem to be favoring him.
But
in comparison to second time frame his active charater gets in shadow.
Different party role and constitution assembly connection makes some pressure
on him. After dissolving of constitution assembly his activeness is covered. In
meeting of different political and intellectual person is covered. In this time
frame also there is not so negative tone of newspapaers. The proclamation of
next election and its preparation are crucial part of him.
But
in third time frame it's just opposite of first time frame. In which level he
is shown active and influential person all things are gone in vain. What things
he has done in his first time frame is drastically changed in third time frame.
The news content seems that they are
insulting and downing the image of Prime Minister Baburam Bhattarai. Different
cases are raised which knowingly and unknowingly touché d the popularity of
Baubram and his government. Mustang vechicle which he has used in first time
frame is highly appreciated and encouraged but in third time frame it is matter
about pretending and showing onething and doing something.
Even
in Dekendra Thapa case the content are so sharp against the Baburam and his
government. Criminal supporter, enemy of democracy, and enemy of justice,
corrupted personality those terms are enough to down the image of Baburam
Bhattarai. The technique of news framing makes someone to up the height of
popularity and downing of it. After the dissolving of constitution assembly,
the government is unable to do re-election of it. The government became failure
in some extent the country needs to break the deadlock of politics and there is
no possibility to go in same way. Why this sort of sharpness against Baburam
Bhattarai government can be another topic of research. The opposition voices
are highlighted.
The
core part in three timeframe is that Prachanda play crucial role to support the
Baburam government. In different giving speech he supports Bhattarai and his
government. Many pictures which are covered by newspapers show Baburam and
Prachanda's relationship. How the Prachanda helping the Baburam and defending

The
newspapers plays crucial role in representing someone to people. The main thing
is framing in which way they frame the news it depends. Through Framing the
newspapers make a mental and emotional pressure to change their mind on looking
someone. Baburam Bhattarai who is an influential person unable to hold his
popularity because of hi negative representation of the newspaper. At first in
which way he is represented it shows that he is the only one deservable person
for the postion of Primen Minister but slowly media change their way to
represent in a same manner.

the news into negative tone so small and small issues are made sharp to give
pressure to him. The critical impact of framing process can be found in first
time frame and in third time frame. Frame takes important to someones bond
relation or ruins it. The relationship between Prachanda and Baburam Is shown
in positive way that's why Baburam government gets some back support to run on
but if we look at the Baidya side they are ignored by the media and

The

beneficial purpose of such kind of representation. The person who is the main
character for media sometimes take to the peak of popularity and sometime the
same person became the subject of dominant character of media, the media flows
negative information in such a way that people are force to believe what he is
not in some condition. The unusal contexts are used by news media. The agenda

down the popularity of Prime Minister Baburam Bhattarai. Some contexts are
